NC State Board of Elections Executive Director Sam Hayes

Sam Hayes is a conservative Kernersville attorney and election law expert with a strong record of public service and commitment to election integrity. Born in Winston-Salem, he earned his economics degree from UNC-Chapel Hill and his law degree from Wake Forest University. He practiced litigation in Washington, D.C., before returning to North Carolina to serve as general counsel for the Departments of Environmental Quality and State Treasurer, and most recently as general counsel to the Speaker of the North Carolina House of Representatives, where he helped develop election policy and defend North Carolina’s election laws in state and federal courts.

Appointed in May 2025, Director Hayes has led major first-year initiatives including modernizing the Statewide Election Information Management System (SEIMS), launching the Voter Registration Repair Project for HAVA compliance (repairing tens of thousands of incomplete records without purging voters), identifying thousands of deceased voters through federal database checks, strengthening election security and enforcement, and successfully overseeing higher-turnout primaries and municipal elections.
